You definitely can, but it's not recommended because dehydrated treats over time can stain the pet's teeth. Normally it would be 10% that's required to be substituted - however - every dog and protein is different and therefore your dog's stool would give you the best indication of how much you should be giving your pet.
You can absolutely feed this to your cat :) Just mention in the order notes that it's for a cat so they grind it up for you.
